Reference Framework for Sustainable Cities
A self-assessment tool to evaluate the measures of your Action Plans

The RFSC is a free web tool designed to assist and guide cities and all interested stakeholders in developing, implementing and monitoring integrated sustainable urban development strategies and/or projects.

It results from the agreement of European Ministers for urban development to deliver the principles of the Leipzig Charter on Sustainable European Cities. The European Commission supported its dissemination and it is recognised in the Urban Agenda for the EU.

The tool includes 30 key objectives covering the spatial, governance, social, economic and environmental dimensions. It is based on a wide set of indicators accompanied by a full description, including the methodology, European background and targets, and where to find the data – from different sources.

After establishing their own priorities on the different dimension of urban development, users are provided with a wide set of indicators to pick and select to monitor their progress over time. This library is lively and open to the users’ input.

The objective of our webinar is to explore links between the RFSC and the process of design, elaboration and implementation of Covenant Signatories Action Plans.

Representatives from Covenant signatory cities of La Rochelle and Toulouse Métropole will provide their experience in using this tool to set ambition, evaluate measures of their SEAPs, explore the benefits of tackling interlinked challenges together, and explore the potential of the tool to monitor the achievements of their own objectives within the framework of the Covenant of Mayors.
